FEED-IN TARIFF
The National Renewable Energy Policy and Action Plan (NREPAP) of Malaysia was introduced in 2010 by the Ministry of Energy, Green Technology and Water (KeTTHA) to increase the use of indigenous renewable resources to contribute towards electricity supply security, fuel supply autonomy and protection of the environment. Its main focus was the introduction of the Feed-in Tariff (FiT) scheme in 2011. The new scheme was intended to guarantee access to the grid for all renewable energy producers, streamline the tariff application and approval procedures, and offer tariffs based on reasonable rates of return through the setting up of the Sustainable Energy Development Authority of Malaysia (SEDA) to administer the scheme.
The FiT scheme that was launched on 1st December 2011 initially covered only Peninsular Malaysia and was funded by an additional charge of 1% to the electricity bills of consumers but domestic electricity consumers of less than 300 kWh a month are exempted from the 1% additional contribution to the Renewable Energy Fund. The contribution to the Renewable Energy Fund was revised to 1.6% effective 1st January 2014 and was also levied for the first time on the State of Sabah and the Federal Territory of Labuan. On 2nd of May 2014, Renewable Energy developers from Sabah and Labuan could participate in the FiT scheme for the first time.
Under the FiT scheme, the successful applicant or Feed-in Approval Holder for biomass or biogas will enter into a Renewable Energy Power Purchase Agreement with the power utility or Distribution Licensee to sell renewable electricity to the latter at the approved rate fixed for the entire FiT duration of 16 years.
OIL PALM BIOMASS
Our subsidiary company, Cash Horse (M) Sdn Bhd, is operating a 12 Megawatt Biomass Power Plant at Prolific Yield Palm Oil Mill in Sandakan, Sabah. The plant generates electricity using oil palm empty fruit bunches (EFB) as primary fuel with oil palm shells and mesocarp fibres as secondary fuels.
Cash Horse obtained the Feed-in Approval from SEDA on 12 May 2014 to sell renewable electricity to Sabah Electricity Sdn Bhd (SESB) at a FiT rate of RM0.3386/kWh for 16 years from 17 September 2014 to 16 September 2030.
OIL PALM BIOGAS
Our subsidiaries, Anson Oil Industries Sdn Bhd and Mistral Engineering Sdn Bhd , each own and operate a biogas power plant that generates electricity by capturing the methane gas from palm oil mill effluent (POME), thereby mitigating the emission of greenhouse gases. There is also Zero discharge to the river as the final discharge from their biogas plant is through a system of drip irrigation for land application.
On 18 February 2015, Mistral Engineering obtained the Feed-In Approval from SEDA to sell renewable electricity to Sabah Electricity Sdn Bhd (SESB) at a FiT rate of RM0.4169/kWh for 16 years from 4 November 2015 to 3 November 2031.
On 5 May 2017, Anson Oil Industries Sdn Bhd obtained the Feed-In Approval from SEDA to sell renewable electricity to Tenaga Nasional Berhad at a FiT rate of RM0.4669/kWh for 16 years from 3 July 2019 to 2 July 2035. On 11 May 2022, Anson Oil Industries Sdn Bhd obtained an additional Biogas FiT Approval from
SEDA to sell additional renewable electricity up to 1MW to TNB at the FiT rate of RM0.4000/kWh for 21 years commencing from 11 May 2025.
